Lowther (spr. lōther), James, brit. Staatsmann, geb. 1840 in Leeds als jüngerer Sohn des Baronets Sir Charles Hugh L., gest. 12. Sept. 1904, wurde 1864 Sachwalter (Barrister) in London. 1865 ins Unterhaus gewählt, schloß er sich der konservativen Partei an, war vom August bis Dezember 1868 parlamentarischer Sekretär des Armenamtes und seit Februar 1874 unter Disraeli Unterstaatssekretär im Kolonialministerium. Im Februar 1878 wurde er zum Obersekretär (Minister) für Irland befördert, trat aber im Frühjahr 1880 mit Lord Beaconsfield zurück.
