Bill of rights (engl., spr. raits, »Gesetz der Rechte«), ein Staatsgrundgesetz der engl. Monarchie, das deren parlamentarische Verfassung begründete; durch die B. wurde die nach dem Sturz König Jakobs II. von einer Kommission des Parlaments vereinbarte Declaration of rightsErklärung der Rechte«) zum Gesetz erhoben. Bei der feierlichen Übertragung der englischen Krone an Wilhelm III. und seine Gemahlin Maria 13. Febr. 1689 gaben diese der B. ihre Zustimmung. Sie bestimmte, daß die vorgebliche Befugnis der Krone, von Gesetzen zu dispensieren und Gesetze ruhen zu lassen, den Grundrechten des Königreichs zuwider sei; daß ohne Bewilligung des Parlaments keinerlei Steuern und Abgaben erhoben und kein stehendes Heer errichtet werden dürfe; daß die Gerichte unabhängig und die Minister für ihre Amtshandlungen dem öfter zu berufenden Parlament verantwortlich seien, ohne daß dabei der Krone ein Begnadigungsrecht zustehe; Uniformitätsakte u. Testakte sollten für die kirchlichen Verhältnisse maßgebend sein. Vgl. Declaration of rights und Petition of rights.
